Metropolitan Planning Organization

The Birmingham Metropolitan Planning Organization (MPO) [Bylaws] is the group of local, elected officials, transit operators, and state officials who are responsible for the coordination of a planning process that results in a Long Range Plan (25 year) and a short term (five year) Transportation Improvement Program (TIP). The Birmingham MPO is comprised of a Policy Committee, Advisory Committee, a Transportation Technical Committee (TTC), and a Transportation Citizens Committee (TCC)j. The committee process is managed by MPO Staff. The Birmingham MPO operates under federal authority as provided for in the Moving Ahead for Progress in the 21st Century (MAP-21) the federal law governing surface transportation.

The Birmingham MPO decides, in cooperation with the Alabama Department of Transportation (DOT), what transportation projects are funded with the available local, state and federal dollars. The Birmingham MPO publishes priorities for all transportation related projects for all types of modes such as highways, transit, intermodal freight, and bicycle/pedestrian and greenways. Tools ranging from sophisticated computer models to old-fashioned town meetings are used to help determine which projects are funded. It is the responsibility of the State, operators of publicly owned mass transit, and the MPO to ensure that the transportation planning and programming process are cooperatively carried out. To that end, the Alabama Department of Transportation, the Alabama Department of Environmental Management, the Birmingham MPO, the Birmingham Jefferson County Transit Authority, and the Jefferson County Department of Health have entered into an agreement (3-C agreement) to provide a comprehensive, cooperative, and continuing planning process that describes each of these entities respective roles and responsibilities within the metropolitan planning process.

MPO Advisory Committee

The MPO Advisory Committee consists of officials representing the City of Birmingham, City of Hoover, Jefferson County municipalities, the Jefferson County government, Shelby County municipalities, Shelby County government, the Blount County government, the St. Clair County government, the Birmingham Jefferson County Transit Authority, the Blount County Public Transportation, the St. Clair County Public Transportation, the Alabama Department of Transportation. Additional MPO Advisory Committee members include FHWA, the County Commission Chairs of Blount, Chilton, St. Clair, and Walker Counties.

The MPO Advisory Committee provides policy direction and a forum for transportation and air quality decisions, as well as recommendations to the voting membership of the MPO Policy Committee as it relates to approval of major planning reports and documents along with other actions related to the MPO responsibilities. The MPO Advisory Committee sets the meeting agenda for the voting membership of the MPO Policy Committee.

A full-time professional staff, provided by the Regional Planning Commission of Greater Birmingham, supports the committees. The Birmingham MPO Staff provides professional transportation planning services, ongoing administration of the transportation planning process, and oversight of major transportation planning project progress to the entire region. The MPO Staff is managed by the Director of Planning and Operations who is an RPCGB employee who reports to the RPCGB Executive Director.

Transportation Technical Committee

The Transportation Technical Committee (TTC) [bylaws] consists of administrators, planning directors, both public and private transportation engineers and planning specialists whose experience is related to all aspects of transportation and planning, and subject matter experts. The basic responsibilities of the TTC include collaborating with staff to provide technical recommendations to the MPO in the development of regional transportation plans and programs.

The Transportation Technical Committee membership also supports a Congestion Management Committee and the Transportation Improvement Program Subcommittee. The Congestion Management Committee is tasked with providing MPO staff with guidance on maintaining, improving, and implementing the transportation study area's Congestion Management Process. The TIP Subcommittee is tasked with providing MPO staff with guidance about developing and maintaining the TIP. This would include recommendations for maintaining fiscal balances across the TIP horizons, monitoring project development and implementation status, project prioritization, and financial planning.

Transportation Citizens Committee

The Transportation Citizens Committee (TCC) [Bylaws] consists of citizens representing the overall urban area. The TCC is the primary focal point for local citizens to be involved in the transportation planning process, and is tasked with providing the MPO's elected officials with recommendations concerning regional transportation programs and projects, research, and public outreach.
