Draft 2027 Public Participation Plan

The Birmingham Metropolitan Planning Organization (MPO) has prepared an update to its Public Participation Plan (PPP). The PPP adheres to applicable federal guidelines and outlines how, when, and why the public is involved in the transportation planning process. It establishes expectations for public engagement and describes the tools, timelines, and processes used by the MPO to involve community members, partner agencies, and stakeholders in shaping regional transportation decisions.

In addition, the PPP outlines the processes for involving the public in transportation planning under federal and state regulations and guidelines for preparing the primary MPO required documents: the Unified Planning Work Program (UPWP), four-year Transportation Improvement Plan (TIP), long-range Regional Transportation Plan (RTP) and Public Participation Plan (PPP).

The Draft Plan will be available here on this website beginning Monday, October 19.

Comments will be accepted from October 21 through December 4.

October 21, 2026 Public Involvement Meetings

Two Public Involvement Meetings will be held on October 21, 2026, in the Conference Room at the Regional Planning Commission of Greater Birmingham, located at 2 20th Street North, Suite 1200, Birmingham, Alabama 35203. The public may attend and provide comments during either of the following meeting times: 12:00 p.m. to 1:00 p.m. or 5:00 p.m. to 6:00 p.m. Click here to download the meeting flyer.

45-Day Public Review and Comment Period

Interested persons are invited and encouraged to review the Draft PPP and submit comments during the 45-day public review and comment period by one of the following methods:
